• Surrounding (about 13000 square meters) landscape design (including characteristic landscape greening, architectural sculpture, water system, under forest leisure, sunshine lawn, parking lot, etc.);

3. Planned construction period (design service period): 30 calendar days, that is, the total effective period of the design period shall not exceed 30 calendar days (excluding the time required for approval by relevant departments and units and objective factors). The Tenderer shall arrange work according to the design time requirements of the Tenderee (from the date of signing the design service contract to the date of submitting the construction drawing outcome document).

4. Scope of bidding: complete the survey, scheme design, design budget estimate, construction drawing design, effect drawing design, etc. of the functional supporting facilities of the project, on-site guidance and supervision, design services, on-site services and technical disclosure at the stage of completion acceptance and quality warranty, and all the design contents of the project such as supporting projects and ancillary works that meet the Tenderee's requirements for the use of the project.

3、 Qualification requirements of bidders

1. The qualification requirements of the bidder must meet one of the following conditions:

1) Comprehensive qualification of engineering design;

2) Class B or above qualification in the construction industry (landscape engineering);

2. The person in charge of the project to be assigned in the bid shall meet the following conditions:

1) Having the qualification of registered architect at level 2 or above or having the senior professional title of construction engineering;

2) The bidder must provide the certificate of social insurance payment for three consecutive months in the first half of the year before bid opening.

3. Performance requirements:

Since December 1, 2019 (subject to the completion time agreed in the design contract), we have completed the design services for the industrial park landscape with a building area of 9000 square meters and above. (Performance certification materials: the contract shall prevail. If the building area is not specified in the contract, the bidder shall attach additional materials that can prove the building area.)

4. The consortium bidding is not accepted in this bidding; Post-qualification review shall be adopted for qualification review.

5. In case of any of the following circumstances in the bidder's bad behavior record, the bidder shall not participate in the bidding and shall not be recommended as the bid winning candidate:

1) The accumulated score of bad behavior recorded by Tongling Public Resources Trading Supervision Department is 10 points (inclusive) - 15 points (exclusive), and the date of the latest bad behavior record publication is not more than 3 months from the bid opening date;

2) The accumulated score of the bad behavior record recorded by Tongling Public Resources Trading Supervision Department is 15 (inclusive) - 20 (exclusive), and the date of the latest bad behavior record publication is not more than 6 months from the bid opening date;

3) The cumulative score of bad behavior records recorded by Tongling Municipal Public Resources Trading Supervision Department is more than 20 points (inclusive), and the latest bad behavior record publication date is less than 12 months from the bid opening date.

6. Those who commit one of the following acts of dishonesty shall not participate in bidding and shall not be recommended as bid winning candidates:

1) The bidder or the proposed project manager (project leader) is listed as the dishonest person to be executed by the people's court;

2) The bidder has a criminal record of bribery in the past three years (3 years from the deadline of bidding);

3) Being listed in the "dishonest list" of migrant workers' wages in arrears by the administrative department of human resources and social security;

4) Being included in the "blacklist" management by Tongling Housing and Urban Rural Development Bureau;

5) The bidder or project manager is subject to the administrative punishment of the bidding administrative supervision department (or the government industry supervision department) for restricting the bidding, and the administrative punishment of the government industry supervision department for restricting the contracting of business in this city, which is still within the punishment and treatment period as of the deadline for bidding.
